David Burtka New parents Neil Patrick Harris and David Burtka take their pooches for a stroll. The "How I Met Your Mother" star announced via Twitter that he and David had become parents to twins earlier this week. Delivered by a surrogate, the new family arrivals are called Gideon and Harper.
